Aim training w/Tracer blink distance markers

Based on VAXTA but with visual rings for Tracer's default blink distance (green ring), with the 20% increased blink distance perk (yellow ring) and a ring for where her weapon damage falloff begins (black ring).

For practicing blink melees and practicing the increased blink range with the new perk.
